Act:3 Scene:4 The Steps of Westminster Cathedral
Flossie is standing on the steps. The small sheeps body is mostly obscured by a most imaginatively constructed wedding dress, but the bridal veil has been pushed aside by Flossie because it got in the way of the bridal bouquet. Now that the bouquet has been eaten properly, Flossie is taking the opportunity to talk very seriously to Paul Pixie.

Flossie: You must see, Mr Pixie, that this was never meant to be? I will be eternally grateful for how you rescued me and nursed me back to health. You have a kind heart, but this sheep can only give you its gratitude. Our lives must take different paths.
Paul Pixie: But I love you Flossie. No other sheep could ever take your place.
Flossie: Last night we said a great many things. You said I was to do the thinking for both of us. Well, I've done a lot of it since then and it all adds up to one thing. I have to return to where I belong . . . Inside of us we both know I belong with Baloo. I'm part of his work, the thing that keeps him going. If this service goes ahead, we'll regret it . . . Maybe not today, maybe not tomorrow, but soon, and for the rest of our lives . . . We'll always have Royal Ascot . . . Paul, I'm no good at being noble, but it doesn't take much to see that the problems of a bear, a sheep and a very strange boy don't amount to a hill of beans in this crazy world.

Flossie notices a shepherdess's crook above the crowd. It can be assumed there is a small shepherdess somewhere underneath attached to it.

And, you know, I am a boy sheep.

Paul Pixie: (with emotion) Oh Flossie!.
Flossie: It's just love, Paul. It's not like wool. One day you will come to understand the wisdom of this. And remember, if you ever need to crap in a field . . .

(the shepherdess's crook suddenly starts moving through the crowd towards Flossie in a very determined way)

I'm sorry . . . I have to go.

Flossie runs off. The shepherdess breaks through the crowd in pursuit of the sheep, colliding with Paul Pixie who has moved to follow Flossie, knocking both of them to the ground. Suki Bo Peep, who started off much closer to the ground beforehand, quickly regains her feet and crook, which she swings down upon the poor helpless Paul Pixie. When she turns to look in the direction in which the sheep fled there is no sign. Flossie is away and free.
